So who is going to breed these and seed them on cattle ranches?

They already do that by themselves. Long grass and cattle are perfect tick breeding ground

Why on ranches? The ticks affect people not cows. Surely it would be more effective to put them where the meat is consumed rather than produced

Ranchers that cant eat beef would have an identity crisis and quit
