It literally says 'they', as in the Republicans, and is blaming the Republicans for insider trading, stealing congressional seats, bankrupting farmers, and bombing fishing boats.

It's also blaming the Democrats for not doing much.

You can blame the Republicans for being shit and the Democrats for not doing enough. Two different groups can be responsible for two separate things.

And the conclusion is that you need a system that allows multiple parties to get some competition going instead of winner takes all.

which party is fighting for that at the national level? I don't hear the sound of democrats falling over each other to start promoting more parties in govt. Not even going to consider the republicans.

We already have that. They're all working together in the same buildings and serving the same disgustingly privileged people.
