12ga slugs don’t reliably penetrate soft armor, and don’t penetrate hard armor. The proper tactic for armored assailants is to aim for the groin.

Post-global war of terror, ceramic armor rifle plates are widely available and cheaper than guns.

Non-penetrating hits on hard armor have a felt impact an order of magnitude less that the recoil of the firearm that fired the round.
