I hate to state the fucking obvious, but the whole point of e ink was no continuous refresh required, thus saving energy.

What's next? 100hz and a backlight?

It can, but nobody said it has to. Maybe different apps could run with different refresh rates and ebooks can still be effectively 0Hz

not needing continous refresh won't go away, i have no earthly clue why you'd assume that.

all this does is let it reach higher peak refresh rate by being smart about how it refreshes, if anything it should make the panels MORE efficient since they don't need to refresh everything at once.
