I think your best bet might be some of the Chinese e-ink android phones. Hisense and Bigme offer some, there are a couple other brands too. But I doubt you'll be able to flash a different OS on any of those.
The minimal phone probably has GPS too, but I didn't see it directly mentioned. It's only black & white though

Getting a second e-ink screen for your regular phone could also be an option.
The Hisense and the Minimal Phone both have been owned and flashed with some variant of LineageOS. As it's not meant to be a daily driver I am not focusing on security. Maybe I could set up an external GPS device through USB-C with one of the tablets. The good thing about the tablets is that they have a bigger screen, which I imagine to be quite practical for mapping.
