Maybe that's how public housing was, but in WA at least you're currently illegible if you have more than ~40k in assets OR household income above $551 a week (that's half minimum wage)

Public housing started changing in the 80s I think when a lot of it was sold off and it became reimagined as welfare housing. Remember his mother died in 2002. For most of her life public housing was affordable housing for working families.

That's a good point, I think the key detail here is that everyone born in the late 80s onwards will have a very different picture of social housing to those born before the changes
