That's Drew Scanlon, from back when he was on Giant Bomb live shows. Awesome guy, so strange that he became a meme! xD
And being the awesome duder he is, quickly capitalized on it to boost donations towards multiple sclerosis research. I mean he was already regularly participating in a donation drive for MS research, because he's awesome, but it's the only time he has ever leaned on his meme fame. Drew is a legit great human being.
