"Heritage-listed" is just shorthand for "fire liability until developer gets their way".
"Oh no. It caught fire. Again. That's terrible. I hope the ruins don't catch fire again next month, it would completely nullify my plans for a tasteful renovation incorporating the historical elements of this local landmark and instead I would be forced to build a 30 storey apartment block. So terrible."
