How is this a “leak?” International trade agreements are not secrets. Laws are not secrets.

Congress has already established the “just kidding, bro” rule (by which it took back previously allocated funds from NPR and other public broadcasters), so I want the next Congress to promise they remove all this corrupt funding on Day 1.
