The USA has been exploiting or extorting countries via denying access to their SWIFT system. On another note, read up on Operation Condor on how the USA has been fucking with, in this case Latin America for decades, and that was way after the Monroe Doctrine came into effect.
Blaming Trump for everything just because you dislike him is silly, and makes you sounds like one track, blind ideologue who does not read any history.
