How about this: all states, districts, and territories become provinces. Why not? Doesn't matter if it's a territory or a province, healthcare will come.

But you're going to lose the Electoral College, and will need to find candidates for the Conservative, Liberal, New Democratic, and Green parties at the very least, and probably a few more regional ones as well as the local nutjobs. Hope yiu like the 5 party system!
