I cant imagine retrofitting such an ancient structure for modern prison standards will be cheap...
Like... you'd be better off building a new structure...
Not to mention the loss of revenue from tourism.
Alcatraz is owned by the National Parks Service though, so I imagine it more directly hurts the federal government - hurting California is more of a secondary nature.
Really just a self own...
He's pretty clearly proven he doesn't give a fuck about the National Parks Service either
