Remember the US attacked a Venezuelan boat, and some survived but was attacked again. Would use consider this an action that should result in a ban?

If that was really your concern, why did it start with you saying international sports competitions shouldn't ban any countries?

It is simpler to let all countries participate rather than deal with the complexity of determining what acts are disqualifying, then having to investigate.
