Yeah, but the whole show is told from the perspective of his frequently envious friend, Ted, and Ted is regularly shown to be an unreliable narrator. The blonde character also gets long-term, deeply involved with Ted's primary romantic interest, and there are hints that maybe blonde one's exploits are overstated because Ted's still not over it or otherwise remembers it through a negative perspective.
I never thought of it like that, but I believe you're right. He's not just an exaggerated character for TV, he's exaggerated because that's the way the guy telling the story sees things.

His acting range covers an immense range of characters; from teen heartthrob Doogie Howser, to the psychic GeStaPoesque Carl Jenkins, to comedy villain Dr Horrible, to playboy Barney Stinson.

It was defined at the end though, he was a scapegoat that was signing all legal paperwork to be a fall guy when they did illegal shit. He was also an FBI informant, so all the illegal shit he signed he informed the FBI about.
Pretty sure that was a retcon to just wrap up the series though.

Essentially, yeah. He's a womanizer and his personality is "i need to fuck a new woman every night, and also have beer with my friends" through the entire series, and then they make him fall in love with one of the friends. Its a bad show. Not quite as bad as the big bang theory, but still quite awful
