IIRC these can already be found in the US, but they aren’t permitted in roadways. My uni campus had a number of them.

They are in a few places. I think only older ones qualify through like "antique car" laws. But I've seen one of two on the road this year
There's been a big push by a group called American Association of Motor Vehicle Administrators to ban Kei trucks in the USA. Many states DMVs, who are lobbied by this organization, have been choosing administratively to retroactively revoke people's registrations for these vehicles.
