I believe the creator determines it and the audience interprets it. Possibly in multiple ways, including some that the artist may have never thought of or intended.

Haha no problem! I'm a big fan of Sunny, I have the majority of it on my phone to watch offline on my work breaks or falling asleep, etc. I knew they showed a clip of that cartoon in the episode so I just went to it, took a screenshot, and reverse image searched it π

Ding ding that is correct! Amazing episode, on my last rewatch I caught this one second joke towards the end of the episode that I thought was great.
