Under the current circumstances encouraging people to get nukes should be a priority for their survival, since the US is not going to let them develop a civilian nuclear program anyways! Whether or not this is "bad" morally to you or it makes you scared is frankly irrelevant to me so I'm sorry if I didn't respond on exactly the same terms. Dialectical materialism is unconcerned with morality, I don't like nukes either, they freak me out, but if having some is necessary for people to not be terrorized then my feelings don't matter.
