Not really, no they're just misframing its position in the oil trade following the western economist trend. Vietnam has a lot of capacity & exports oil + fertilizer. China is far ahead in this, so VN makes up for it by making deals & redirecting some exports to domestic stuff. If it was just tweaked a bit the SABA piece would be fine. Answer my emails, Mister al-Houthi!
