Already too late.

The would-be mass murderers have been chomping at the bit to integrate AI into the military, so they can freely massacre civilian populations without having to deal with humans with consciences who might balk at the idea. They're looking forward to the day when an AI will order a strike and drones will go kill millions of innocents and they'll be able to sit back in their offices and say, "Hey - don't look at me. The AI did it."
