Maybe I have a different perspective as an immigrant, but even though renting is so impractical (moving furniture and especially the kitchen, 3 months rent as a damage deposit, nothing to call your own in the end, etc.), I have understood that society in general still prefers it at least equally to ownership, and this going back some decades as well. Germans also just accept a lot of really inconvienient things because "es ist einfach mal so." But maybe I am completely off base. I also live in a more expensive area in terms of cost of living and home prices which does change behaviour.
