There isn't one, just a lot of little rules that add up.

Such as the electoral college. On its own it doesn't strictly stop anyone, but it increases the barrier to entry.

It does directly stop though, depending on the state they by law can only send a rep to vote for one of the two established parties. If the person that is asking for the direct wording on a exact law (as some sort of gotcha I assume) is an american then they are truly fucked in the nation. The average voter does not even know how undemocratic their own system is.
