I thought it was just a meme used for mocking people that think like that. Usually with overly ridiculous examples, a bit like an evolution of "its not gay if you are wearing socks" type of things. Essentially mocking people that feel insecure about their masculinity.
It was invented by those people. Then, they got promptly mocked for it.
