Those deer are very comfortable around humans. Maybe being in a pack lets them be that way?
More likely being fed by tourists constantly has domesticated them.
I don't think they're technically domesticated, but it has made them passive to us (unless they want something).
I just biked past a herd of deer along a wooded trail in the middle of a city yesterday and they didn't flinch. They just grew up in the city.
