Well, I went ahead and just wiped storage and logged back in. Now I'm at 70MB in user data and just 500kb in cache. Photo upload is on and worked so I guess will just see if it was some bug that kept going on even while it has been upgraded.
Go to Settings → Apps → Proton Drive → Storage.
Clear Cache
Inside the Proton app, remove any files set for offline access.
Had already done that. User data itself is 6 gigs, next to nothing in cache (though cleared it anyway the other day.)
And like said, nothing is under "available offline".
That's why it is so strange.
