Nikki Rutter, an assistant professor in the department of sociology at Durham University, who specialises in child behaviour, told the BBC in July: “We have a huge amount of evidence that parenting orders aren’t effective. It’s why we’re seeing the decrease in them. The police know these are not effective measures.”

So this is about appearing to do something while doing nothing of essence and throwing poor families under the bus. Sounds very on form for this government/electorate.

Kin punishment is the practice of punishing the family members of someone who is accused or suspected of committing a crime, either in place of or in addition to the perpetrator of the crime. It refers to the principle in which a family shares responsibility for a crime which is committed by one of its members, and it is a form of collective punishment. Kin punishment has been used as a form of extortion, harassment, and persecution by authoritarian and totalitarian states. Kin punishment has historically been practiced in China, the Soviet Union, Nazi Germany, and is presently practiced in Israel and North Korea.

Because individuals who are not responsible for the acts are targeted, collective punishment is not compatible with the basic principle of individual responsibility. The punished group may often have no direct association with the perpetrator other than living in the same area and can not be assumed to exercise control over the perpetrator's actions. Collective punishment is prohibited by treaty in both international and/or non-international armed conflicts, more specifically Common Article 33 of the Fourth Geneva Convention and Article 4 of the Additional Protocol II.[1][2]
