At least when I last checked... in Canada raising a child cost tens of thousands of dollars over the course of childhood instead of tens of thousands every year.

Are you a sexually active woman? Well I may have an opportunity for you! Just go to Alberta, you know the place that is trying to become the Texas of Canada and get knocked up for a tax break.

Just remember this tax break comes with a child that will cost you more than the tax break will ever pay out to you, but if you are lucky you will have a girl who will also be able to get this tax break.

Why? None of these right-wing fertility projects ever address the underlying motivation for higher birthrates. Why is it so important that we have more babies? I would love to hear them explain it like I'm five.

When the black plague happened in Europe centuries ago, enough people died that hiring labourers became a competitive process, so wages and benefits went up. Assuming business minded right wingers pay attention to history, they probably want to avoid a repeat.

Religious social conservatives want more babies because their religion demands it.

Racists feel threatened by immigration and want to rebalance the population in their favour.

Mothers should get an income tax holiday AND $1000 per year for each child, for 10 years, until she no longer has any dependent children. A second parent should get 50% off income taxes so long as they parent in the same household, AND the mother is still legible for the tax relief. That ought to do it!
