I'm planning to have my Arr stack on one VM and my torrent/ usenet clients on another with separate shares for media and downloads. Would both VMs need access to the media and download shares? Or could I just give my Downloader VM access to the downloads and give the Arr VM access to both?

If you want hardlinks, you need your media and downloads on one filesystem/share/dataset. Besides that, yes you can just give the downloader access to downloads and the arrs access to both, but make sure they ask see the files at the same paths.
