Fairphone's OS is pretty much just stock Android with default Google Apps. The Google Dialer doesn't have a call recording feature, so if Fairphone were to add that, they would have to build a new app from scratch.
I wouldn't count on Fairphone doing that, so you'd be better off looking for a different dialer app.
