Because they were invented before computer simulations of airflow. It turns out they do exactly the opposite of what people thought and actually pull the car upwards instead of pushing it down.

I thought they were for preventing people from being able to see into the hatchback area without having to cut the cargo capacity in half with a parcel shelf.
