I was going to say the same thing. If it's a digital thing it's incredibly widespread at least. He looks like a caricaturist drawing in every single photo I've ever seen of him.
His face is small, but it's also a common joke to shrink his face by 5%-10% to exaggerate this.
At 108% he looks reasonable.
