The president has granted the app a second 75-day extension to comply with a law that requires it to either sell its US assets or face a ban.

I missed where this was allowed... The law seems to say the president can grant a ONE-time extension of 90 days where is the second extension coming from?

The Act permits the President to grant a one-time extension of no more than 90 days with respect to the prohibitions’ 270-day effective date if the President makes certain certifications to Congress regard- ing progress toward a qualified divestiture. §2(a)(3)"

No, but the law has a 5 year limitation and imposes a fine on companies hosting the app 5000 per user/download. So this would give the next president (assuming there are more elections) the ability to levy massive fines on Google, Apple, and Oracle.
