Yeah so there's something switching the power. It might not be entirely broken.
Could be a circuit that switches to battery power type of issue, worst case?
I reckon factory reset the BIOS. Worst case scenario you gotta set a few preferences again, best case scenario stuff starts working. Nothing to lose really.
I don't really know how to do that...
If the power settings are telling the laptop to disable the cursor, is there anything I can type in terminal to somewhat "reboot" those settings?

There's a bunch of videos and guides, just need to find one that matches your computer. Usually hit a button during startup to access to BIOS and can reset from a menu there.
Terminal would be after startup, more operating system level stuff.

Are there any likely issues with me doing that? Like, can it wreck my dual boot or anything? Sorry, again, completely new to this.

Nothing permanent that I can think of. You're probably running on mostly default settings anyway. It's a laptop so you'll likely only have one hard drive so boot order shouldn't be an issue. Only thing I can think of is if you got some kinda hardware encryption setup, but that's not likely on your typical laptop.
