That's mainly my position, that if there is a minimum age, then there should also be a maximum age. I think retirement is a good benchmark for that cap.

How dare you! Actually, not terrible ideas, but I would pin it to an age, not whether you have retired or not. Maybe 70 currently? As we live longer and people are healthier longer it may need to go up. Something to think about: the wealthier you are the less this affects you. You could pay to have someone else drive you anywhere at anytime, and, although it's probably not legal, if you were rich and could afford it, you could probably find at least one person who would change their vote for you for some $$.
