Pronunciation of words like fauteuil. French saw -euil and apparently decided to play a sick joke on the rest of the world.
I'm not sure what you mean, -euil is something like "-œij" which is perfectly regular.
That's a good point. Very intuitively pronounced indeed. It would be absurd for someone not to know based on spelling alone.
