This should be publically funded. It's life saving healthcare.
But what about publicly funded implants for boobs and weiners?
It varies by province and territory, but both are.

Perhaps. There's already a huge demand for gender affirming care via breast implants among women. Perhaps public funding would also help steer towards longer lasting and less harmful implants at lower prices.
