Turkey tried to push Pardus (a debian based distro developed in Turkey) in its earliest days as a national OS alternative that on a proposed law would be required to be listed as an option you can choose when buyjng your computer, then Bill Gates stepped in to have talks with the government and that law idea stopped.

Currently they're on another push by having it be taught on computer lessons and forcing it on smart boards, but the effects it could've gotten back then would be crazy.
