Dating apps have been using chatbots for probably two decades now at least.

If you aren't getting responses, they have a chatbot chat with you a bit then trail the conversation off to keep you interested.

Having the government run dating is just dystopian though in any case. Of course so is letting for profit companies run it apparently.
