I can assure you they're doing more than that. If you see the recapture or cloudflare verification box, you have been cross-site fingerprinted. So if you turn a VPN on and you're using the same OS and browser, they know who you are.

Browser fingerprinting is not new, it has been done for many years

The concept is not new and is relatively well known.

The article claims this is the first analysis and indication/proof that it is being used [by advertisers]. They do not claim that browser fingerprinting is new.
