As far as I know it's pretty much impossible to change software, as soon as federation happened.
If more people in the community are interested in a Piefed version of Europe Pub, I'm happy to spin up an instance on a sub domain (e.g. piefed.europe.pub).
But the root domain europe.pub will almost certainly be always on Lemmy.

I am very interested and would love to experiment with a piefed instance if you made one, assuming of course it's also interesting for you and not overly demanding to setup and maintain.
