I agree that this is a meme. It's not a meme with widespread meaning yet, but I think a chip on the forehead, the obvious young age of the boy, and his expression of mixed happiness/fear is enough to convey something about the state of society that calls for nervous laughter.
Oh, you understood everything perfectly. In fact, I wanted to describe the children of the future, when their girls will be artificial intelligence, everything will be artificial, and their life will be empty, and when the planet's atmosphere will be destroyed and they will smile, because otherwise their social rating will be lowered.
Moreover, their thoughts are under complete control and the system knows absolutely everything about them.
