Texas is well fucked, but pretty sure discharging a firearm in city limits is something they get after people for there. further, firing upon an aerial vehicle while aloft is also a federal offense even if it is over private property, because the exclusive use of private property does not extend above a certain range into the air.
apparently it's not just a fine, either, it's multiple years in prison (Title 18 US Code 32 of the 1984 Aircraft Sabotage Act).
and yeah, he's a billionaire, but one couldn't be sure it wouldn't be recording directly to some other device and be used in evidence, making it open and shut in whoever pulled the trigger.
a lot of the rules around drones are hilarious and crazy. like yeah, you can get in trouble for spying on someone with a drone, but if they try to jam or knock the drone out of the air above a certain height, they are fucked.

Why does someone as rich and paranoid as Musk even live in a neighborhood? Surely he can just build some compound out in the middle of nowhere and fly back and forth to wherever he needs to be

Sure - Elon's neighbors will hate him but he doesn't care. In fact - he might like it. And I think he might feel safer. In the tv series Barry they attack a very isolated mansion with an RPG or something like it.

The series has one of my favorite tv/movie scenes. It's amazing. All I'll say is that it's the "used car dealership" scene and please don't google it. Even a one sentence explanation will ruin the magic.
My favorite is the scene where the sniper keeps missing and the target doesn't realize right away he's being shot at. They almost break character several times because they were trying so hard not to laugh.

Periodic reminder that all these rich suburbs are predicated on abundant fossil fuels for heating and cooling, running electricity and water to them is often financially unsustainable, they're car-dependent due to being miles and miles away from business and entertainment districts, and to top it all off, there are just a few choke points to enter their sprawling neighborhoods. A regular Texas mishap (2 inches of snow, a brownout, a car accident in a certain place, or a culvert collapsing) could render these entire tracts entirely unliveable.
