Yes! This must be it. I did not expect it to be on Steam, I'll try it out. I forgot most of the interface, but it does being back memories.

Platform: PC (windows 95/98?)

Genre: Racing, vehicular combat

Estimated year of release: mid to late '90s?

Graphics/ art style: '90s quality 3D rendering. It had a bit of a dark and rusty look. I don't think the cars were realistically designed.

Notable characters: one of the cars you could pick might be called viper.

Notable gameplay mechanics: racing, option to get a weapon on your car, after a win you get to pick one of three doors to reveal your prize.
