No they can't. This is what's happened every time trump tried to cut state funding. Courts don't let the feds overstep their powers over states by threatening funding. Courts have ruled very consistently on this.
Just for comparison, on their 9th test flight the Apollo program they had already successfully reached orbit 5 times.
The 9th test flight of the Soyuz was their 7th time reaching orbit.
Elon's 9th attempt is his second time reaching the bottom of the Indian ocean. Shows the level of proficiency in spacex.

I don't really want to be known. Modern society puts way too much emphasis on notable people. Trying to be known for things is a recipe for disappointment, as most people are unnotable. With time I've learned that any desire to be famous or notable was societal peer pressure, and I'm much happier doing my thing quietly.

I don't care many things. Trying to list them would take more mental effort than they deserve, because I genuinely don't care.
I care about quiet. I live in the loudest country with loud people, a country that builds the loudest possible infrastructure. Every business and public place will have a sound system playing music constantly. Every restaurant has hard surfaces everywhere with no sound dampening because loud sounds busy. Quiet spaces are the most pleasant thing.

starship's payload to orbit is zero. No matter what is promised, a rocket that can only deliver payloads destructively to the bottom of the indian ocean is not a valuable launch vehicle. There are far more cost effective ways of making artificial reefs.
If you've followed elon musk's projects you would know that the only thing he knows how to do is over-promise and under-deliver. It would be incredible if the things he's promised happened, but none of them ever do. This starship will not be the exception.
