Just ban fraternities. Frat-bros saw this about to happen, either joined in or let it happen, and then kept quiet about it. This is a clear indication of a deeply sick system. Cut out the rotten flesh, cauterize whatever is left, and let the scar be a reminder to not be a complete shitstain of an org/school.
