My organization is slowly switching away from all Microsoft and other SaaS software, there's never been a better time to switch to open source, ever.

The only reason it's taking long is because we are a small team and don't have the capacity to handle that project full time, so it comes one small incremental step at a time.

A government has the resources to employ the right talent to get the job done, it's either incompetence or interference.

Edit:

A pilot phase with 38 ministry employees kicked off last year to trial Collabora's suite with Office documents. However, this trial was terminated when elections took place earlier this year. A spokesperson confirmed that the experiment had concluded, and would not resume again. They also confirmed that no evaluation benchmarking Collabora's performance against Microsoft Office had taken place either.

It was interference.

I'm working on building a little demo with Saltcorn before bringing it up to my boss probably in a week or two as a strong contender for our EHS system replacement. We've got a mess of an EHS system with a ton of stuff that isn't actually EHS-related bolted on that we're replacing it with 3 systems, and one of those three will be for the non-EHS stuff which my boss is currently wanting to build in-house from scratch using AI. I'm hoping to help him dodge that thermonuclear warhead of a mistake by showing him an existing platform that will scale much further before costing us a ton in development costs to maintain

My big argument is going to be on cost+effort front with the added benefit of being open source so we can control it no matter what happens with the vendor
