Also the fact that it's clearly dying means it's just going to suck resources out of Vegas to enrich itself to delay its inevitable collapse
Literally, if Chief Hanlon's statements on fresh water sources in the NCR is to be believed.
They would use money from the strip to fund the construction of the aqueduct they'd use to drain every last drop of the Colorado River to divert it to incredibly destructive brahmin ranches that will inevitably be wiped out by some FEV-derived zoonotic disease right around the time Shady Sands is being nuked by Vault-Tec
It already is. Characters mention that most of the energy produced by Hoover dam is sent to the NCR, bypassing the Mojave. That's why Helios One exists as a choice.
