"Non-lethal" is copaganda. Rubber bullets can still cause life changing injury like TBI and blindness, and even can still cause death (hexbear.net)

Don't they usually say "less-than-lethal", implying that the ammo isn't lethal?

The other way actually, some will say 'less-than-lethal' but they are marketed by producers as 'less lethal' because 'less-than-lethal' would be false advertising, they are recoginzed to be potentially lethal by users and the companies that make them.
