Concordo que é uma boa iniciativa, mas o cínico em mim não deixa de julgar que o que era preciso era fazer cumprir o que já está legislado.
De que serve fazer legislação se só é para cumprir pelos pequenos? Os grandes e ricos podem fazer o que querem - veja-se o que se passa em Sines, por exemplo.
