Because there isn't one. The PAC wasn't sending out ballots, real or fake - it was sending absentee ballot applications that were partially refilled with the applicants' information. Presumably their name and address at least, since how else could they mail it.
No wonder they only got a letter of reprimand. This is truly making a mountain out of a molehill.
