That's not facial recognition, it's face tracking. And it is a chat feature. What exactly is supposed to be the problem here? Also I'm not sure why you linked the Virtual Boy, which didn't have a camera, face tracking or even a chat.
They are the exact same technology. The only way to “track” your face, is to record&recognize the positions of your eyes, nose, mouth, cheeks, chin, and forehead.

The term "facial recognition" has a specific meaning. You are trying to break that down into the most literal interpretation of the word 'recognize', but that's not what the full term "facial recognition" means. Compound terms have more specific meanings that you cannot just redefine by taking part of the term out of context.
"Facial recognition" means using a picture of a face to identify who the person in the picture is. This has all sorts of privacy concerns, especially if it's done without consent.
"Face tracking", on the other hand, means simply tracking the position of facial features to map them onto and animate a 3D model. This is the same technology used to animate VTubers. As long as they're not using it to identify who that face belongs to, which we have no reason to believe that they are, this is harmless. Even if it truly scares you, you don't have to turn it on, this feature only works if you opt-in.

Facial recognition according to Wikipedia records photos or videos of someone's face, extracts landmarks and such, then does a bunch of pattern recognition and other identification methods like IR, to uniquely identify a face and save it as a permanent or time limited record.
Face tracking iirc ingests live video data and uses techniques more akin to modern AIs to estimate positions and angles of the face, then disregards them. It is not required to save photo or video, you can just catch running frames, do the tracking and then drop them.
You could say you need a camera and some frame of a face, but that's about where the similarities end. Maybe you could say that AIs and pattern matching is similar but ultimately modern AI techniques are a heck of a lot more complex. In fact, the mere difference between object detection / segmentation and upscaling is running on 2 different scientific fields.
Yes, both is risky but one's inherent purpose is the collecting of data, the other one is not. It's not the same.
Which is a shame, because it doesn't mean your concern is misplaced, it's just if you exaggerate you are fostering a more incoherent response.
Facial recognition goes beyond face tracking, by running an algorithm that identifies an individual by their facial features. It can use face tracking as one of its base technologies, yes, but not with the same goal and it generally needs different and more detailed data points than the simple face tracking you'd use for an AR feature like this one.
I'm sorry, but I'm really not sure what you're trying to say with Andross, nor have you explained the connection to the Virtual Boy. Are you trying to spin some great conspiracy where Nintendo is monitoring us via facial recognition and has somehow been doing that since the 90s?
